1. Acceptance of terms
By registering for an account on the Mass Crowd Events (the “Platform”), accessing its services, or submitting an event application, you agree to be bound by these Terms of Service (“Terms”). If you do not agree to these Terms, you may not use the Platform. Your continued use of the Platform constitutes your acceptance of any modifications to these Terms.
2. Definitions
For purposes of these Terms:
- “Platform” — the Mass Crowd Events Application portal, including all related websites, mobile applications, services, features, content, and functionality operated by the Ministry for Tourism, Commerce, Investment, Creative Industries, Culture and Heritage of Saint Lucia on behalf of the Government of Saint Lucia.
- “User” or “you” — any individual or legal entity accessing or using the Platform.
- “Applicant” — a User who has registered an account and submitted an event application through the Platform.
- “Event Application” — a formal submission requesting approval to organize a mass crowd event, including all supporting documents and information provided by an Applicant.
- “Agency” — any government ministry, department, or authority responsible for reviewing and approving or rejecting event applications.
- “Services” — the online submission, review, coordination, notification, and decision-making services provided by the Platform.
3. Eligibility
3.1 Age requirement
You must be at least 18 years of age to register for an account on the Platform.
3.2 Legal entity requirements
Event organizers must be a legally registered entity in Saint Lucia or a jurisdiction recognized by the Government of Saint Lucia. Proof of legal registration, business license, or other documentation may be required to process event applications.
3.3 Authority to register
By registering, you represent and warrant that you have the legal authority to enter into these Terms on behalf of yourself or the organization you represent.
4. Account registration
4.1 Accurate information
You agree to provide truthful, accurate, current, and complete information during registration. You are responsible for maintaining the accuracy of your account information and must promptly notify the Platform administrator of any changes.
4.2 One account per person/entity
Each individual or legal entity may maintain only one active account on the Platform. You may not create multiple accounts or allow others to use your account without authorization.
4.3 Credential responsibility
You are solely responsible for maintaining the confidentiality of your account credentials (username, password, and any authentication tokens). You agree to immediately notify the Platform administrator of any unauthorized access to your account. The Platform is not liable for any unauthorized use of your account.
5. Services provided
The Platform provides the following services to Users and Applicants:
- Event Application Submission — Applicants may submit applications to organize mass crowd events through a standardized online form.
- Agency Review Coordination — The Platform coordinates the submission of applications to relevant government agencies for review and approval.
- Approval/Rejection Processing — The Platform facilitates the communication of agency decisions and processes approvals or rejections.
- Document Management — Applicants may upload, store, and manage documents required for their event applications.
- Notification Delivery — The Platform sends email and SMS notifications to Users regarding application status, agency requests, and other important information.
6. User obligations
As a User of the Platform, you agree to:
- Provide truthful and accurate information in all applications and correspondence.
- Comply with all applicable laws, regulations, and requirements of the Government of Saint Lucia.
- Respond to all agency requests and inquiries in a timely manner.
- Not submit fraudulent, false, or misleading applications or information.
- Not use the Platform for any unlawful purpose.
7. Prohibited conduct
You may not engage in any of the following activities on or through the Platform:
- Submitting false, misleading, incomplete, or fraudulent information in applications or user profiles.
- Attempting to gain unauthorized access to the Platform, its systems, or other Users’ accounts.
- Interfering with or disrupting the functioning of the Platform or its infrastructure.
- Impersonating any person, entity, or government official.
- Uploading, transmitting, or distributing malware, viruses, or other harmful code.
- Harassing, threatening, abusing, or defaming other Users or government officials.
- Attempting to reverse-engineer, decrypt, or otherwise tamper with the Platform’s code or functionality.
8. Application process
8.1 Workflow overview
The Platform facilitates the following application workflow:
- Conditional Review — The Platform performs an initial review for completeness and compliance with submission requirements.
- Agency Review — The application is submitted to relevant government agencies for substantive review.
- Final Decision — Each agency provides its approval, conditional approval, or rejection. The Platform communicates the final determination to the Applicant.
8.2 No guarantee of approval
The Platform makes no representation or warranty that an event application will be approved. Approval decisions are entirely at the discretion of the relevant government agencies based on applicable laws, regulations, and policy.
8.3 Government discretion
The Government of Saint Lucia retains full discretion in approving or rejecting event applications. Applicants have no right to any particular outcome and agree that agency decisions are final unless modified through formal appeal processes established by applicable law.
9. Document uploads
9.1 Acceptable file types and size limits
The Platform accepts common document and image types including PDF, DOC, DOCX, XLS, XLSX, PNG, JPG, and JPEG. Individual file size is limited to 10 MB per upload (server validation). Total application uploads may be subject to an overall limit of approximately 100 MB per application, subject to reasonable system limits.
9.2 Warranty of accuracy
You warrant and represent that all documents uploaded to the Platform are accurate, complete, authentic, and not falsified or forged. You are solely responsible for the content and authenticity of all uploaded documents.
9.3 Agency access
By uploading documents to the Platform, you consent to the sharing of those documents with relevant government agencies for the purpose of reviewing your event application. Documents may be retained by agencies as part of their official records.
10. Fees and payments
10.1 Agency-specific fees
Certain agencies may require license or permit fees as part of the event approval process. Such fees may be collected by the relevant agency or through the Platform on behalf of the agency. The Platform will provide notice of applicable fees before accepting payment.
10.2 Non-refundable application processing
All application processing and administrative fees paid to the Platform are non-refundable, except as required by applicable law. This applies regardless of whether an application is ultimately approved or rejected.
10.3 Payment terms
Payment terms and methods will be specified during the application process. Late or non-payment of required fees may result in application delays or rejection.
11. Notifications
By registering for an account, you consent to receiving email and SMS notifications from the Platform regarding your application status, agency requests, approvals, rejections, and other important information. You may modify notification preferences in your account settings.
12. Intellectual property
12.1 Platform ownership
All content, design, software, and functionality of the Platform, including but not limited to text, graphics, logos, images, and source code, are owned by or licensed to the Government of Saint Lucia. You are granted a limited license to access and use the Platform for its intended purpose.
12.2 User content rights
You retain all rights to content you submit to the Platform, including event descriptions, documentation, and other application materials. By submitting content, you grant the Government of Saint Lucia and relevant agencies a non-exclusive, royalty-free license to use such content for the purpose of processing your application and as required by law.
13. Limitation of liability
13.1 “As is” provision
The Platform is provided on an “as is” and “as available” basis. The Government of Saint Lucia does not make any warranty regarding the uninterrupted or error-free operation of the Platform.
13.2 No liability for delays or decisions
The Government of Saint Lucia is not liable for any delays in application processing, technical failures, system downtime, data loss, or any decisions made by agencies regarding event applications. Users acknowledge that application processing times may vary and that the Platform does not guarantee any particular timeline.
13.3 No consequential damages
In no event shall the Government of Saint Lucia, its officers, employees, or agents be liable for any indirect, incidental, consequential, special, or punitive damages arising from your use of or inability to use the Platform, even if advised of the possibility of such damages.
14. Disclaimer of warranties
The Government of Saint Lucia makes no express or implied warranties, including without limitation warranties of merchantability, fitness for a particular purpose, or non-infringement. You use the Platform at your own risk.
15. Indemnification
You agree to indemnify, defend, and hold harmless the Government of Saint Lucia, its ministers, departments, agencies, officers, employees, and agents from any and all claims, damages, losses, liabilities, costs, and expenses (including attorney’s fees) arising from or related to your use of the Platform, your violation of these Terms, or your violation of any applicable law or regulation. This indemnification obligation applies to claims arising from your submission of applications, documents, or any other content to the Platform.
16. Account termination
The Platform may suspend or terminate your account, without notice, for the following reasons:
- Violation of these Terms or any applicable law.
- Submission of false, fraudulent, or misleading information.
- Unauthorized access attempts or system tampering.
- Failure to pay required fees.
- Conduct determined by the Government to be harmful, disruptive, or unlawful.
17. Governing law
These Terms of Service shall be governed by and construed in accordance with the laws of Saint Lucia, without regard to its conflict of law provisions. Any legal action or proceeding arising under these Terms must be brought exclusively in the courts of Saint Lucia.
18. Dispute resolution
18.1 Informal resolution
Before initiating formal proceedings, Users agree to attempt to resolve disputes informally by contacting the Platform administrator Contact us with a detailed description of the dispute.
18.2 Formal resolution
If informal resolution fails, disputes shall be resolved through the civil court system of Saint Lucia. Both parties agree that these Terms constitute a binding agreement to submit to the jurisdiction of Saint Lucia courts.
19. Amendments
The Government of Saint Lucia reserves the right to modify these Terms at any time. Modified Terms will be effective upon posting to the Platform. Your continued use of the Platform following the posting of modified Terms constitutes your acceptance of the modifications. Users are responsible for reviewing the Terms periodically to stay informed of any changes.

21. Severability
If any provision of these Terms is found by a court of competent jurisdiction to be invalid, void, or unenforceable, the remaining provisions shall continue in full force and effect, and the invalid provision shall be modified to the minimum extent necessary to make it enforceable.
22. Entire agreement
These Terms of Service constitute the entire agreement between you and the Government of Saint Lucia regarding your use of the Platform and supersede all prior or contemporaneous communications, agreements, and understandings, whether written or oral. No other terms or conditions, whether presented orally, in writing, or on the Platform, shall be binding unless explicitly acknowledged in writing by an authorized representative of the Government of Saint Lucia.
